This study examines the oversight of the SIMLOCK practices – locking of the SIM card in order to limit the use of it to a particular cellular provide. In order to provide a comprehensive review, the study examines the legislation and regulation alongside informal rules and the common practices. This study provides an overview of 23 states, as well as a profound review of the current legal status in 9 states: The United States of America (federal), New York, California, Canada, England, the Netherlands, Germany Italy and Spain.
