The Analysis of the ECHO System
The study focuses on the recently upgraded ECHO (Enforcement and Compliance History Online) system. This system provides information, gathered from a verity of sources, regarding enforcement and the obedience of factories overviewed by the EPA. The main purpose of this study is to examine and analyze the ECHO system, the different types of information it comprises, the way it operates and the extent to which the overviewed industry has been involved in the system’s design – All in order to study the normative implications of the American experience in this matter.
